Vishwanath temple bomb on information disclosure

प्रधान मंत्री की काशी यात्रा पर दो ऐसी घटनाएं हुईं जिसे लेकर सुरक्षा व्यवस्था पर सवाल उठ खड़े हुए हैं। पहली घटना बाबतपुर एयरपोर्ट पर सुबह पार्किंग एरिया में गोली चलने की तब हुई जब मुख्यमंत्री अखिलेश यादव पीएम के विमान का इंतजार कर रहे थे।

गोली एक गनर की लापरवाही से चली थी। दूसरी ओर प्रधानमंत्री नरेंद्र मोदी जब डीरेका में रेल इंजन का लोकार्पण करने के बाद लोगों को संबोधित कर रहे थे, केंद्रीय खुफिया एजेंसी आइबी ने एक ऐसी सूचना दी जिससे एसपीजी समेत नगर में मौजूद सुरक्षा एजेंसियों के हाथ-पांव फूल गए। खुफिया एजेंसियों को सूचना मिली कि किसी ने काशी विश्वनाथ मंदिर परिसर में टाइम बम लगा दिया है। हालांकि खोजबीन में कुछ नहीं मिला। हुआ यूं कि प्रधानमंत्री की सुरक्षा के मद्देनजर खुफिया टीम ने अपने मुखबिरों को कैंट रेलवे स्टेशन पर भी लगा रखा था। एक मुखबिर के पास खड़े दो युवक आपस में बातचीत कर रहे थे कि विश्वनाथ मंदिर में बम लगा दिया गया है। इतना सुनते ही मुखबिर ने खुफिया अधिकारियों को सूचना दी। बम की बात सामने आते ही खुफिया तंत्र सक्रिय हो गया। एसएसपी और जिलाधिकारी को सूचना दी गई। प्रधानमंत्री की डीरेका में मौजूदगी के बीच बम की सूचना पर पुलिस महकमे में हड़कंप मच गया।

एसएसपी के आदेश पर एसपी प्रोटोकाल डीपीएन पांडेय बाबा दरबार परिसर में पहुंच गए। उधर प्रधानमंत्री की सुरक्षा के लिए डीरेका में मौजूद बम डिस्पोजल दस्ता प्रभारी, हरिश्चंद्र तिवारी तत्काल अपनी टीम के साथ मंदिर पहुंच गए।

विश्वनाथ मंदिर परिक्षेत्र में हाई अलर्ट घोषित करने व रेड जोन से सभी श्रद्धालुओं को बाहर निकालने के बाद गर्भगृह की जांच की गई। गर्भगृह के बाद मंदिर क्षेत्र का एक-एक कोना खंगाला गया। पानी टंकी, कैश बाक्स से लेकर श्रृंगार कक्ष तक की गहन जांच की गई।

अन्न क्षेत्र, अन्नपूर्णा मंदिर में भी सुरक्षाकर्मियों ने कोना-कोना छान मारा। रेड जोन का चप्पा-चप्पा तलाशने के बाद यलो जोन में सुरक्षाकर्मियों ने उन सभी दुकानदारों के यहां तलाशी कराई, जिनके यहां लॉकर की सुविधा है। दुकानदारों को आगाह किया गया कि बिना सामान की जांच किए उसे लॉकर में न रखें। साढ़े तीन बजे से लेकर देर शाम सात बजे तक तलाशी अभियान के बाद जब कुछ नहीं मिला तक सुरक्षाकर्मियों ने राहत की सांस ली। हालांकि एहतियात के तौर पर रेड जोन के प्रवेश द्वार पर जवानों की संख्या बढ़ा दी गई है। यलो जोन में कोबरा कमांडो गश्त करने के साथ ही गलियों में मौजूद वाहनों की जांच करते रहे। सात बजे जब सुरक्षा एजेंसियों ने मंदिर परिक्षेत्र को सुरक्षित घोषित किया तब जाकर पुलिस प्रशासनिक महकमे ने राहत की सांस ली।

देखा जाए तो पूरे देश में सबसे चर्चित लोक सभा सीट के रूप में वाराणसी ही है। इसका कारण देश के प्रधानमंत्री नरेंद्र मोदी का संसदीय क्षेत्र है, वहीं काशी विश्व की धार्मिक राजधानी भी है। यहां के विकास को लेकर चारों तरफ चर्चाएं आम हैं। वजह यह कि प्राचीन नगरी के रूप में बनारस मंदिरों का शहर, शिक्षा व पर्यटन के लिहाज से देश का बहुत बड़ा अंग है।

बावजूद इसके अभी तक इसके विकास के नाम पर सौतेला व्यवहार होता रहा है। नरेंद्र मोदी के प्रधानमंत्री बनने के बाद से यहां आम जनमानस में खुशियों की लहर दौड़ रही है। ज्योतिषीय परिप्रेक्ष्य में देखा जाए तो वृहस्पति को धार्मिक कार्यो धर्म परिक्षेत्र तथा धर्म भाव व धन का कारक ग्रह माना गया है। ज्योतिषाचार्य ऋषि द्विवेदी के अनुसार वर्तमान में आकाश में वृहस्पति का संचरण कर्क राशि पर है। यह अभी वक्रीय है। आगे कर्क पर फिर संचरण करेगा।

ज्योतिष शास्त्र में वृहस्पति को कर्क राशि में उच्च का माना जाता है। इस वजह से जब जब वृहस्पति कर्क राशि का होता है तो उस समय धर्म स्थल, धार्मिक नगरी, धर्म की जय-जयकार चारों तरफ होती है। वहीं मोदी की कुंडली में भी चंद्रमा की महादशा में वृहस्पति का अंतर आ गया है। यह 30 अक्टूबर 2014 से दो मार्च 2016 तक रहेगा। वृहस्पति शिक्षा, ज्ञान, विज्ञान, आचार-विचार, सर्वधर्म व यश का कारक भी है।

फलस्वरूप बनारस सहित पूरे देश में शिक्षा, धर्म-ज्ञान से जुड़े जो भी कार्य रुके हुए हैं, उन सभी कार्यो को वृहस्पति पूरा कराएंगे। साथ ही चल रही मोदी की कुंडली में चंद्र की महादशा में वृहस्पति का अंतर, यह योग गजकेशरी योग का फल दे रहा है। फलत: बनारस का विकास कार्य तेजी से होने लगा है।

आगे देखा जाए तो बनारस व मोदी की कुंडली में 30 गुण मिलते हैं। यह बनारस के विकास के लिए अद्भूत योग है। वाराणसी की वृष राशि है। राशि से सप्तम में बैठा शनि चतुर्दिक विकास की ओर उन्मुख कर रहा है। इसी कुंडली में पराक्रम में बैठा गोचर का वृहस्पति विकास के पथ पर सर्व अग्रणी रखेगा। सब मिलाकर बनारस, मोदी तथा गोचर में कर्क पर वृहस्पति का संचरण, काशी के विकास के लिए शुभ होगा।

Prime Minister Narendra Modi to visit Varanasi

Preparations are in full swing and tight security is in place in the ancient temple town where Modi is expected to lay the foundation stone of a trade facilitation centre for weavers and also adopt a village under his "Saansad Adarsh Gram Yojana" (MPs' model village scheme).

UP Chief Minister Akhilesh Yadav will be here to welcome the Prime Minister. Union Textiles Minister Santosh Gangwar will also be present, Additional District Magistrate (protocol) OP Chaubey said.

According to Inspector General of Police (Public Grievances) Ashok Jain, 12 SP rank police officials of Uttar Pradesh, 18 Additional SPs, 20 Deputy SPs, 135 sub-inspectors, besides more than 1000 personnel of the Provincial Armed Constabulary have been deployed.

The Special Protection Group which is responsible for the Prime Minister's security would be assisted by officials and personnel of the Uttar Pradesh police.

The Prime Minister's visit, which is likely to last a little over 24 hours, has sent soaring the hope of a better future among residents of the holy town, which has been facing crumbling infrastructure and lack of basic amenities.

Among the oldest cities in the world, Varanasi has been constantly in the spotlight ever since Modi chose to retain the constituency he had won by a huge margin of 3.7 lakh votes, vacating Vadodara in his home state of Gujarat where his victory (by 5.7 lakh votes) was even bigger.

Soon after the Bharatiya Janata Party won the Lok Sabha elections in May, Modi had visited the city and offered prayers at Kashi Vishwanath Mandir and taken part in Ganga Aarti.

During his tour, the Prime Minister is likely to lay the foundation stone of a trade facilitation centre and a crafts museum, announcement for which was made in the first general budget presented by his government in June this year.

The project is aimed at the uplift of the weavers, whose plight had been repeatedly highlighted in election speeches by Modi who had vowed to take steps for their betterment.

PM Modi meets commerce ministry brass to finalise WTO stand

India has asked for a permanent solution to the issue of public stock-holding for food security purposes and not a restricted period of four years as was originally decided during the WTO ministerial meeting in Bali, Indonesia last year.

Last week, WTO director general Roberto Azevedo unveiled three options to break the current deadlock over the Trade Facilitation Agreement (TFA), that aims to ease customs rules.

"Clearly some members are already talking about alternative ways to take the TFA forward," Azevedo said, adding that one of the ways could be to "seek implementation of the TFA as a plurilateral agreement outside the WTO.

"A crucial meeting of the WTO in Geneva in July to simplify the procedures of global commerce had failed to reach a conclusion, with India demanding as a quid pro quo some concessions for itself and other developing nations on food subsidy.

A success of this meeting would have signaled the first major step forward in the 19-year history of the WTO.

The developed world especially looked forward to ratify this pact at the 10th ministerial conference next year.

India, per se, was not opposed to the pact on what is called trade facilitation when the diplomats from the 160 member countries met in Geneva and set July 31 as an informal deadline to sign on the dotted line.

Yet, at the core of New Delhi's demand was food security for its 1.25 billion people, the bulk of whom live on government doles in the form of subsidised grain.

This is also a guarantee under Indian statute, having enacted the National Food Security Act, 2013.

India wanted to take no chances, having been short-changed in the past. Its opinion mattered since the WTO is a consensus-based multilateral body.
