26 arrested in Hong Kong clashes

Hundreds of police officers removed barricades in Mong Kok on Friday morning where the Occupy Central movement participants had blockaded roads and streets since 28th September.

Temporary calm was restored in the area, although Nathan Road is still occupied by protesters.

Police said that protesters were attempting to reclaim streets partly cleared by the police.

Hong Kong police strongly condemned protesters who were illegally occupying a section of the south-bound lanes of Nathan Road in Mong Kok, as well as attempting to occupy the north-bound lanes and charging police cordons.

Police said up to 9,000 people gathered at the scene and such acts were seriously undermining public order and safety.

They also warned protesters to stop charging police.

After repeated advice and warnings to the protesters, police said that they started using pepper spray to stop them from such acts.

Police reiterated that they would take resolute enforcement actions against any illegal acts endangering public order and safety.

The Occupy Central area in Mong Kok is across the Victoria Harbour from the main demonstration areas near the region's government headquarters in Admiralty and commercial area in Causeway Bay.

Protestors' demands include a call for the resignation or removal of the Chief Executive of the special administrative region of Hong Kong, C Y Leung, widely seen as Beijing's puppet.

They also are seeking guarantees that Hong Kong citizens can freely vote in 2017 from an unrestricted list of candidates, as Beijing promised when Britain handed over control of the territory in 1997.

Britain to expand Ebola screening beyond London

The announcement was made by Public Health England on Friday, Xinhua reported.

Heathrow Airport on Tuesday launched the screening, which includes checking passengers' temperature, requiring them to complete a questionnaire on their current health and recent travel history.

Passengers are also required to provide their contact details.

Any passenger who reports recent exposure to people, who may have contracted Ebola, who shows similar symptoms, or who has a high temperature will undergo a clinical assessment and, if necessary, will be transferred to hospital.

A group of 91 British army medics were dispatched to Sierra Leone on Thursday to build a hospital and to fight against the outbreak work with 40 British soldiers present out there.

Statistics from the World Health Organization (WHO) say that a total of 9,216 confirmed, probable, and suspected cases of Ebola virus disease have been reported in seven affected countries - Guinea, Liberia, Nigeria, Senegal, Sierra Leone, Spain and the US.

There has been a total of 4,555 deaths due to Ebola till date.

Jayalalithaa walks out of jail, celebrations in Tamil Nadu

"Jayalalithaa has left the jail after completing the formalities," Karnataka Inspector General of Prisons (IGP) K.V. Gagandeep informed.

Tamil Nadu Chief Minister O Pannerselvam, a few cabinet ministers and the ruling AIADMK's lawmakers were at the prison to receive her. Hundreds of fans and party cadres gathered near the jail to greet her.

She drive down to the old airport in the city's eastern suburb to fly back to Chennai, about 350 km from here.

Earlier, Jayalalithaa's lawyers submitted to the judge a certified copy of the apex court order suspending her four-year jail term and granting interim bail till December 18.

The special court Saturday ordered her release.A three-judge bench of the Apex Court headed by Chief Justice HL Dattu on Friday stayed the four-year jail term sentence. The special court September 27 had convicted Jayalalithaa in the Rs 66.65-crore disproportionate assets' case and sentenced her to four years simple imprisonment, with a fine of Rs100 crore.

The court also issued separate orders to release Jayalalithaa's three associates Sasikala Natarajan, V Sudhakaran and J Elavarisi, after they furnished a bond of Rs1 crore each and gave sureties as sought.

Helpline for people from Northeast to be set up: Kiren Rijiju

This was on Saturday announced by Union Minister of State for Home Kiren Rijiju, who was here to review the law and order situation following an attack on three youths from Nagaland by locals on Wednesday night.

The Minister said he has approved setting up of an exclusive helpline for the people of Northeast living in Gurgaon, on the outskirts of Delhi.

"If the helpline will prove to be beneficial in checking such incidents, it will be replicated across metro cities where people from Northeast region live in the country," he
said.

He said he has already met Prime Minister Narendra Modi and Union Home Minister Rajnath Singh on the issue and the "government of India is 100 percent committed to not allow repeat of such incidents."

"No stone will be left unturned to control such type of hate and racist attacks against Northeast people. Integrity and solidarity of the country will not be allowed to be disintegrated as the people of the Northeast region have equal rights," the Minister added.

He also said the Centre will soon implement recommendations of the committee formed in February, 2014 to look into various concerns of persons hailing from the Northeastern states who are living in different parts of the country, especially the metropolitan areas, and to suggest suitable remedial measures.

The committee headed by M P Bezbaruah, a North Eastern Council member, was formed following widespread outrage over the death of Nido Taniam, a student from Arunachal Pradesh, in a racist attack in Delhi. It submitted its report to Rijiju on July 11. Among the recommendations were legal measures to ensure safety and security of people from Northeast.

"The Home Ministry will implement recommendations of the committee headed by M P Bezbaruah," Rijiju said.

Major Indian telecom operators, including Reliance Jio, plan to start 4G services from next year. Bharti Airtel and Aircel have already launched these high-speed services in some parts of the country.

Prasad is on a 5-day visit to South Korea to woo investments in the country in the field of electronics manufacturing and under the 'Make In India' program.

The Telecom Ministry in a statement on Prasad's visit said that Samsung IT and Mobile Communications President and CEO Jong Kyun Shin in the meeting with the Minister "expressed great hope in the India's 4G mobile market and expressed his desire to make big investments in India".

The Samsung CEO appreciated Indian engineers in making Samsung a big success across the world.

Samsung has one its biggest R&D centres in India. It also has electronics manufacturing units that manufacture products like mobile phones and TV sets.

Government has set a target to have net zero import of electronics by 2020.

As per official estimates, Indian electronics market will be around USD 400 billion (about Rs 24 lakh crore) by 2020 and in the absence of corrective measures to boost electronics manufacturing, those imports would be around USD 300 billion (about Rs 18 lakh crore) by the same year.

The minister also talked about National Optical Fiber Network programme -- which aims to connect all 2.5 lakhvillage panchayat by 2017 -- and the Smart City plan.

Government has plan to develop 100 smart cities, as satellite towns of larger cities and by modernizing the existing mid-sized cities.

The Telecom Minister will also attend the Plenipotentiary Conference 2014 of the International Telecom Union-- an arm of United Nations which decides on global telecom rules and standards.

The Minister met LG Electronics Vice Chairman and CEO Bon Joon Koo who "expressed great faith in the changed investment climate in India".

"The Minister desired LG Electronics to make India its global manufacturing hub," the statement said.

Prasad also met LG Chemical President Young Soo Kwon and shared the vision of Indian government for promoting solar power as a clean source of energy and appealed for its investment in the country.

Auction of coal blocks in 3 months: Financial Services Secretary

"....and the second issue is on the coal blocks which have been cancelled (by the Supreme Court). They are being put to auction in the course of next three months, this is what the Power Ministry has informed (us). This is what they have informed, in three months these (coal blocks) will go to auction," Financial Services Secretary G S Sandhu told reporters here.

He was speaking to reporters after a meeting with bankers and private power companies to find ways to solve the issues concerning power producers due to fuel shortages.

In a ruling in late September, the Supreme Court had quashed allocation of 214 out of 218 coal blocks allocated to various companies since 1993, terming it as "fatally flawed".

Following cancellation of these coal blocks, the Apex Court had allowed the Centre to take over operation of 42 such blocks which are functional.

The court had said that the beneficiaries of the illegal process "must suffer" the consequences and refused to show sympathy to private companies which had submitted that Rs 2.87 lakh crores had been invested in 157 coal blocks and Rs 4 lakh crores in end-use plants.

Sandhu said a small group was constituted today under the chairmanship of IIFCL head Santosh Nayyar so as to suggest ways to sort out financing issues in the power projects which are held up on account of fuel supply constraints.

The committee will submit its report on November 7.

"We have discussed about gas based, coal based power projects and projects which are held up because of last mile financing...we have constituted a small group headed by the CMD, IIFCL, Santosh Nayyar to examine all these issues," he said.

As much as Rs 5 lakh crore investment is stuck in power projects on various reasons including raw material shortage.

During the meeting, power producers made a detailed presentation to highlight the issues concerning the sector.

SC refuses to bring ex-coal ministers, Manmohan under scanner

"We decline to entertain the plea," a bench comprising justices M B Lokur, Kurian Joseph and A K Sikri said while rejecting the plea of advocate M L Sharma, one of the PIL petitioners, on whose petition the Apex Court had delivered the landmark verdict holding as illegal the coal blocks allocation since 1993 to 2010 and quashing 214 out of 218 of them.

Besides Singh, Jharkhand Mukti Morcha chief Sibu Soren and Sri Prakash Jaiswal were also coal ministers and the advocate wanted a direction to impose criminal liabilities on them.

The plea also sought action against other political leaders who were allegedly involved in allocation of coal blocks.

The advocate had also raised the issue of recovering market price of the coal mined by the companies under the garb of the illegal allotment.

Further, he raised the issue of black-listing all the companies/individuals and their sister concerns, subsidiaries or firms belonging to them directly or indirectly and prohibiting them from participating in future allocation process.

Swiss government agrees to provide details of black money: Arun Jaitley

Talking to reporters here on a day his government came under attack for expressing inability in the Supreme Court in disclosing names of black money holders abroad, he said, Switzerland has agreed to share information related to HSBC and Liechtenstein lists, provided there is independent evidence collected by Indian authorities.

Besides, the Swiss government would "confirm the genuineness or otherwise" details of foreign accounts of Indian citizens procured by intelligence agencies, Jaitley said.

"The Government of India is taking all necessary steps to access tax-related information from foreign governments... Black money stashed abroad will be brought back," he said, disclosing details of the discussions held by an official delegation with Swiss government which returned this morning.

After the government toed the UPA government's line in the Supreme Court hearing today, Jaitley blamed the agreement entered into by the Congress government with Germany in 1995 as a constraining factor in disclosing details of black money stashed abroad.

He rejected the charge that the Modi government was reluctant to part with information about the names of persons having black money abroad.

"Is the present NDA government led by Modi in any way reluctant to make some names public? Certainly not. We have no difficulty in making names public. But they can be made public only in accordance with due process of law.    "And the due process of law has been constrained by DTAA (Double Taxation Avoidance Agreement) which was entered into between India and Germany when the Congress Party was in power on June 19, 1995," he said.

Earlier in the day, Congress had slammed the Modi government for refusing to disclose the names of persons having black money accounts to the Supreme Court.

Ensure safety of North East people, Rajnath urges Haryana, Karnataka

The Home Ministry statement which said Rajnath Singh had spoken to both the Chief Ministers of Haryana and Karnataka was later re-issued with revisions, clarifying he had spoken to the Haryana Governor, not the Chief Minister. It also said he had spoken to the Karnataka Chief Minister on Thursday.

"The Home Minister requested both the governments to maintain law and order under all circumstances and also urged them to ensure the safety of all citizens, including those hailing from the northeast," said the statement.

Citing some incidents of attacks on citizens from the northeast in the past couple of days in Bangalore, Karnataka and Gurgaon, Haryana, he said that it is a matter of concern.

"In Bangalore, three people found to be involved in the attack have been arrested. Similarly, in Gurgaon, three attackers have been arrested by the Haryana Police," the official statement said.

"Considering these attacks, both the state governments have issued directions to the police to deal with such people strictly," the statement said.

The statement informs that Karnataka and Haryana Police have taken a number of security measures to ensure the security of the people including those hailing from the northeast and the Home Ministry has also sent advisories to state governments and union territories in this regard.

India can learn waste management from Norway, Finland: President

In a statement to the media at the conclusion of his visit to the two Nordic countries, Mukherjee said that his visit had been successful.

"I am satisfied that during this visit and in the course of my interactions with the Norwegian and Finnish leadership, we made progress in a number of areas," he said.

Noting Norway and Finland were both highly developed countries, having resources, technological advancements, innovation capabilities and expertise in sectors key for India, he said: "They have expertise in specialized areas like clean technologies, renewable energy, bio-technology, waste management as also education, research, skill development and innovation.

"India can cooperate successfully with them keeping in mind the objective of sustainable development," he said.

Mukherjee said the abiding theme of his visit was expanding cooperation in education, research, innovation, trade and investment.

During his visit to Norway, six governmental agreements were signed for cooperation in the fields of earth sciences, culture, and scientific research.

In Finland, four agreements were signed for collaboration and research in renewable energy, bio-technology, civil nuclear research and meteorological issues.

The academic delegation accompanying the President also established institutional tie-ups with Norwegian and Finnish Universities. Eight memorandums of understanding (MoU) were signed with educational institutions in Norway and 17 in Finland with a view to promote faculty, student and research exchanges.

The President said he briefed the Norwegian and the Finnish leadership about India's efforts for full membership of the four export control regimes and its impeccable record on non-proliferation.

"We sought their support in this regard. We also sought their continued support in our endeavour for reforms in UN Security Council and for India's candidature's for a permanent seat in the expanded UN Security Council," he said.

The statement said that both countries expressed support for India getting the membership.

Mukherjee extended invitations to the Norwegian king and Prime Minister as well as Finnish President and the Prime Minister to visit India to maintain regularity of high level visits and provide continued momentum to the relationship.

Mukherjee, who is the first Indian President to have visited Norway, said he was delighted with the 'happy coincidence' of his visit closely following the awarding of the Nobel Peace Prize to activist Kailash Satyarthi.

Satyarthi was awarded the prize along with Pakistan's Malala Yousufzai.

Mukherjee said he had extensive discussions on bilateral, multilateral and global issues with the Finnish leadership.

"We exchanged views on issues like the situation in Ukraine, Syria, Afghanistan and the BRICs Bank. We also discussed the need to cooperate against terrorism, as terrorism knows no borders," Mukherjee said.

He said the visit provided an opportunity to discuss India's cooperation in the Arctic and glacial research in both Norway and Finland.

Mukherjee said he briefed the leadership in Norway and Finland about India's economic situation as well as about recent policy initiatives such as the 'Make in India' campaign.

He said India was an attractive investment destination for both the countries, including by the Norwegian sovereign Global Pension Fund.

"Both Norway and Finland recognized that there was great potential to enhance our economic engagements. They both importantly, conveyed that they are looking beyond Europe in this regard," the president said.

The release said the Finnish leadership mentioned that their companies were keenly pursuing opportunities to invest in India and the Norwegian side expressed their keenness for the conclusion of negotiations of European Free Trade Agreement and informed that they had decided to open consulate general office in Mumbai.

Want to put Environment Ministry on autopilot: Javadekar

"I want to put the Environment Ministry in autopilot, which is a regulatory ministry in a way. A transparent, predictable, policy-based decision making ministry, which is what I am heading to," said Javadekar during a talk at the Foreign Correspondents Club.

To a question whether he thought the previous United Progressive Alliance government had not taken key environment clearance decisions which hampered growth, he said 'Unfortunately, yes'.

He said former prime minister Manmohan Singh had shortlisted 17 important projects for clearance. "The projects were pending for months," he said, adding that he had conveyed to Singh when he met him at a recent function that he has given clearance to the 17 projects.

Javadekar also said that on climate change discussions the Narendra Modi government has been 'presenting ourselves as a proactive, positive nation, not naysayers but yes sayers'.

He said that at the Major Economies Forum in Paris in July, he had conveyed that "we don't regard isolation as a policy, and we don't regard any isolation as a grand isolation, but I am confident with my actions and arguments I can convince you, and if I am not convincing you, I am ready to get convinced. We are showing the difference, putting new arguments on the table," he added.

I was a target of terrorists, says Ravi Shankar Prasad

"I want to share something very sensitive with you. Last year in my own state of Bihar, Prime Minister (Narendra Modi) then was the Chief Minister of Gujarat and holding a rally. Some terrorist tried to disrupt it," Prasad said at a cyber security event organised by The Observer Research Foundation and industry body Ficci.

He recalled that a pen drive from a terrorist, who died while handling the bomb, was confiscated by police.

"The security division in my department showed it (pen drive) was in encrypted form, they decrypted it. I was amazed to find how many photographs they have stored which they proposed to target. Including four photographs of mine. I never knew I was so important," Prasad said.

The National Investigation Agency (NIA) filed a charge sheet against 10 people, including alleged activist of banned SIMI group Hyder Ali in the matter.

Exit polls project BJP as largest party in Maharashtra, Haryana

The Congress and NCP, which were ruling Maharashtra for 15 years before they split ahead of the elections, were projected to lose heavily while Shiv Sena was predicted to emerge as the second largest party.

One exit poll conducted by 'Today's Chanakya', however, gave a clear majority for BJP in both Maharashtra and Haryana.

Maharashtra, where Prime Minister Narendra Modi campaigned extensively addressing 27 rallies, appears to be heading for a BJP government for the first time in the state's history.

According to C-voter exit poll telecast on Times Now and Zee News channels, BJP was projected to get 129 out of 288 seats. Its erstwhile ally Shiv Sena was projected to get 56 seats while Congress was predicted to bag 43, NCP 36, MNS 12 and others 12. For a majority, a party has to get 145 seats.

In the outgoing assembly, BJP had 47 seats while Shiv Sena had 45. Congress had 82 seats, NCP 62 and MNS had 12.

Exit poll conducted by AC Nielson for ABP channel gave BJP 127 seats, Shiv Sena 77, Congress 40, NCP 34 and MNS 5.

Mortar shelling at LoC draws criticism from Indian Politicians

The IB and LoC in Jammu region have witnessed heavy firing and mortar shelling by Pakistani troops since early October which has left eight persons dead and over 94 injured, including 13 security men.

Over 30,000 residents of border villages are living in relief camps away from their homes to avoid casualties.

BJP leader Subramanian Swamy on Thursday said that the government requires building some powerful strategy against Pakistan to tackle the issue.

He further said that he will appeal to the Prime Minister to take a strict decision in context .

Congress leader Rashid Alvi and NCP leader Tariq Anwar also requested the government to act tough on the issue of Pakistan violating ceasefire agreement continuously.

Row over Leader of Opposition: HC to hear PIL on November 11

"The Supreme Court is already hearing this matter. We will hear it on November 26 after the apex court hears it," the bench headed by Chief Justice G Rohini said.

Additional Solicitor General Sanjay Jain, appearing for the Centre, said the apex court is seized of a similar issue that has arisen with respect to the appointment of Lokpal and the role of the Leader of Opposition in the selection process.

Advocate Imran Ali, who has filed the plea in his personal capacity, however, opposed the plea saying he had clarified it with lawyer Prashant Bhushan who had filed the PIL on behalf of an NGO in the apex court.

The PIL has also sought quashing of the statement of first Speaker of the Lok Sabha which had ruled that a party needs 10 per cent member strength to be the main Opposition party.

"No illegality can be perpetuated on the ground of precedents when the law of the land is clear," the petition said, adding that the Speaker should strengthen the institution in appointing the LoP.

The PIL said that the issue of appointment of LoP is to be read with the provision of the Salary and Allowances of Leaders of Opposition in Parliament Act, 1977.

The apex court had, however, earlier agreed to interpret LoP provision for the purpose of appointment of Lokpal in which the LoP is a selection committee member and asked the Centre to make its stand clear within two weeks, saying the legislation cannot be put in "cold storage".

Congress, as the second largest party in the Lok Sabha with 44 seats, has been making a strong bid for the LoP post.

Ruling BJP has opposed it saying Congress does not have the requisite 10 per cent seats (55 seats) to stake claim and questioned why Congress did not give the LoP status previous seven times when it was in power.

Lok Sabha Speaker Sumitra Mahajan has rejected Congress' demand for being accorded the status of Leader of Opposition.

BJP hails high voter turnout, says will form government in Haryana, Maharashtra

"We claim that these polling trends are in favour of BJP and we will form governments with absolute majority in both Maharashtra and Haryana.

"This heavy polling is against the Congress misrule and corruption and in favour of BJP's good governance and development and credible leadership," BJP general secretary JP Nadda told reporters here.

BJP ran a very organised campaign led by Prime Minister Narendra Modi and it is his credible leadership which has been accepted by the people and got converted into votes, he added.

While Haryana clocked a record 73 per cent turnout during voting today, Maharashtra had seen 54.5 per cent polling till 1700 hours.

"The polling has been good and that goes in favour of BJP. The feeling of change among people is seen in this heavy turnout," Nadda said.

The performance of the Modi government vis-a-vis the economy, international relations and ties with neighbours has led to the emphatic response from the voters in both the states, he added.

Nadda said that BJP ran a "very well-organised campaign in these polls" and thanked party workers for their support in the same.

As many as 715 rallies were organised during polls in Maharashtra, besides 9,500 digital sabhas through 89 digital raths (chariots) to reach out to voters in the state, he said. In Haryana, the party held 270 rallies and 10,000 digital sabhas through 90 digital raths.

Meanwhile, asked if BJP has zeroed in on the chief ministerial candidates for the two states, Nadda said "no discussion has taken place yet" in that regard.

Earlier, another senior party leader defended Modi's aggressive campaigning for the Assembly polls saying he belongs to BJP and would campaign for his party.

"There is no harm in him (Modi) campaigning for his party. He is a political person and will campaign," the BJP leader said and claimed that Prime Minister Manmohan Singh had never campaigned like that for Congress.
